Officer Charles Starks was on patrol shortly after 11 a.m. when he located a vehicle flagged as stolen in a parking lot, police said. When Starks stopped the vehicle, the driver, Bradley Blackshire, refused Starks' direction to get out. Blackshire stopped the vehicle but then reportedly accelerated and hit Starks, who shot and killed Blackshire.
