Jose Luis Navarro was critically injured when officers shot him following a car chase. The pursuit began when a sergeant tried to stop him for talking on his cellphone while driving. While the Saturn was stopped, police said the suspect raised the gun towards officers, and fearing for their safety and the safety of others, four SDPD officers opened fire at the suspect in the vehicle. Navarro died two days later in the hospital.
