A federal agent shot a kidnapping victim dead during a predawn raid at a northeast Houston home after the man grabbed his gun, police said. The FBI agent who shot Ulises Valladares around 3:45 a.m. didn't know that it was the victim who had allegedly grabbed his rifle.
