At 1:30 on a Monday morning a local officer approached three people in a parked car. Back-seat passenger Shaw, with an extensive criminal record, emerged from the car but refused to follow orders to keep his hands in view. An attempt to Taser him did not work because of thick clothing. He reached for a (replica) handgun in his clothes, and he was fatally shot.
