I grew up with Joe from childhood. Joe was deaf and could not follow the officers commands be Joe is deaf . Joe was a kind soul and never hurt anyone and one that day he was depressed and looking for someone to talk to . I bet my life on it that Joe was not looking to hurt anyone. He would hurt himself before he would lower himself to hurt another person.
