Shortly after 10 a.m. three Maryland state troopers from the Salisbury Barrack were dispatched after an emergency call was received reporting a suicidal person. They found Howell armed with a handgun in the backyard of his home. The troopers ordered the man to drop his weapon and shot and killed him.
