Police responded to a citizen's call shortly after 11 a.m. regarding a person who got out of a vehicle, walked toward several homes with bags in his hands, went back to his car and circled the neighborhood. When police arrived, Arboleda allegedly refused orders to stop and drove away. During the chase that followed, Arboleda allegedly pulled over twice as though preparing to stop, then drove away as officers got out of their patrol vehicles. Arboleda accelerated his car toward an officer, police said, and Deputy Andrew Hall shot and killed him.
