Officers Sgt. Warren Carmen, Wayne Jean, and Jacob Bissonnette were approached by Robert Powell, who was driving a vehicle near the City Center around 9 p.m. Officers were talking to Powell when he quickly drove off and hit an officer with the side of the vehicle, police said. The officers chased Powell until they ended up in a back parking lot at the Coral Bay Villas, where he got out of the car and fired shots toward them, and they shot and killed him.
