KSP say state troopers tried to negotiate with Carver for about two hours. As negotiations deteriorated, CERT officers took over for state troopers and resumed negotiations.After negotiations deteriorated again, KSP say a CERT officer shot Carver because he made an aggressive move toward the officer with the edged weapon.
