Moore was shot when he got out of his truck, which was parked on the hard shoulder of a highway, and raised a rifle towards officers, according to authorities. Officers were responding to a report that Moore was sitting in the truck with the rifle pointing out of a window. Deputies said they tried talking to Moore through a loudspeaker for half an hour before he was shot.
