But just before 3:15 a.m. Friday, officers found Celestine and a second man sitting in a white Buick parked at the dead end of East 6th Street, near McElheny Road. While officers tried to arrest Celestine, he allegedly scuffled with officers during a confrontation that ended in his death due to the use of a police carotid neck restraint.
