During a traffic stop, police said Fair told officers that there was a warrant out for his arrest. He told them he didn't want to go to jail. Police said Fair fought officers off as they attempted to arrest him. During the struggle, police said, Fair grabbed one of the officers' Tasers and shocked both before Soliday shot him in the chest.
