Officers reported that they responded to a call that a man was threatening a woman to get money from her, and when they arrived at the scene De La Torre was standing in the middle of the street with his hand in a bag. He didn't obey orders to stop or take his hands away from the bag, and officers shot him to death. There was a folding chair inside the bag, instead of a gun.
