Police responded to reports of an active shooter in a gas station parking lot. Waters was reportedly suicidal and discharging a firearm in to the air. One officer arrived and observed Waters still firing into the air. The officer fired seven shots in the direction of Waters. Waters was pronounced dead later that evening.
