A Wagoner police officer initiated a traffic stop with a man who was driving erratically around 9:15 a.m. The officer said that Elisha Edward Kelley got out of his vehicle and refused to follow commands. Kelley then became aggressive and charged at the officer and was shot and killed, police said.
