Robert Yeiser was allegedly on a sailboat in Eagle Habor. He was shooting at shoreline homes and officers who arrived, police said. Police tried to get him to surrender, using flash bangs and smoking devices. He emerged naked on the deck of his sailboat and aimed his rifle at officers and was shot to death.
