Officers responded to reports of a domestic violence incident. Toby Bailey ran inside his home, made threats to shoot the officers, and barricaded himself within. Beginning at approximately 9:45 p.m., police negotiators, family members and a pastor tried to get Bailey to surrender. Officers went inside the home and at least two officers fired their service weapons when Bailey allegedly raised a handgun. A third officer fatally shot a dog inside the home.
