The man continued to shout and demand that officers shoot him, while ignoring officers' commands to get on the ground. After the man put his hands in the air, the officer "made the decision to de-escalate the use of force by holstering his handgun and instead drawing his department-issued Taser," the report said. The man continued to ignore commands to get on the ground, before finally lunging at the officer, who used his Taser on the man.

I am Kenny's sister, 15 months younger than him. At the time of Kenny's preventable, deadly encounter with the Hermantown, MN police officers I was a Police Lt. on the Rochester, MN police department's Patrol Division. My working career lasted one more year actively working on my dept. As you might imagine, every single day I put on my uniform, Taser attached to my hip belt, was an emotional struggle.

Per the HPD report, Kenny, with his arms held high over his head, officers clearly saw he was not holding a weapon, nor did he have one tucked into the waistband of his pants. The fired Taser struck exactly where officers are taught NOT to aim - one probe landing directly over his heart, the second near his waist. Immediate cardiac arrest ensued. Kenny NEVER should have died that day!
